Cyclists and other non vehicular road users ..

Today, busy traffic light controlled junction in town, unhelmeted cyclist undertook a stream of waiting cars and cheerfully rode across the junction on red.
A few weeks back, group of three horse riders trotted past me on the Mere road, the back rider conspicuously steering with one hand and holding a mobile phone to his ear with the other.
If I'd done either of they in the Ossiemobile, it would be dangerous driving, umpteen penalty points and a fine. With a victim surcharge. And possibly a dunking in Poole Harbour.
Now what would the above two blighters get? I don't even know if you can break a motoring law on a hoss!
