Indeed not. I know of a farmer who made a whole business out of repairing commercial potato boxes (about 1ton volume), instead of farmers having to dump them and buy new. Saved the farmers a fortune. Made him a fortune. Even then, we see millions of pallets being dumped every year. The new fad for turning them into garden furniture or even home furniture helps a bit, but not that much.
About 25 km a way from here they have just built a new pallet factory. Mountains of the things, new built.
