I would modify that a bit. Where we are handing money to the country, certainly stop. Where we are helping people in need, I don't think they should suffer in that way.
Granted these countries should be looking after their own, but there are cases where we will increase suffering. Not quite the message when we're trying to stop suffering in Ukraine.
As you know I'm not a big fan of foreign aid, I often think it does more damage than good and we often priorities foreign aid over our own in need. But where people are going to suffer directly from our aid efforts (not money to the country), I'd want to keep it going.
And example of this would be what Water Aid does. They take the money and go to countries and build water infrastructure so the people locally can get clean water and grow the crops they need for living.
