Where is all the money coming from?

Good point about the motorways. They were originally built to get you from place to place quickly and safely. Then some bright lad noticed all those potential customers driving by and thought "If only I could build a massive shopping centre just off the motorway..."
Next thing you have Meadowhall, Bluewater, the Trafford centre etc and instead of coping with traffic, the motorway is actually attracting more traffic.
