Even one vote can alter the result of an election, though in the UK dead-heats rarely occur; and I suppose it goes on up and down the land in single figures or a few tens of votes.
Where large scale and potential result changing rigging goes on it is nearly always in one community and in favour of one party. Reporting those cases is not media bias, it is called telling things the way they are.
What bugs me is that the Electoral Commission, politicians and police all know this is going on yet there are few prosecutions and no attempts to change the system. There appears to be a fear within officialdom of challenging this community regardless of the laws being broken.
