There is no press circus. This is a worm that crept out of the woodwork due to Savile, which was a press circus about Celeb's.
Names came into the public domain which had previously been hidden: see Cyril Smith. MPs started to ask questions about abuse and more names were made available, but on a strictly 'need to know' basis. It then became known that Geoffrey Dickens had passed a dossier containing names of people within The Establishment who were alleged to be child abusers. That dossier has never been found, but it is known to have existed, people other than Leon Brittan (its recipient) are said to have seen it. Whispers of a cover-up began to emerge.
The Savile case and the way it was being handled, plus the revelation about the dossier, enabled people to come forward. Their numbers and the seriousness of their allegations made it nigh on impossible for there not to be an inquiry. The reasons it is now getting so much attention are because it the government tried to brush it under the carpet. When that failed it, Theresa May, appointed two totally unsuitable people to chair the inquiry. The suspicion is that it is too close for comfort for those in high places.
Had it been handled differently the whole thing would now be over, or nearly so.
