An Argentine man living in Rome has been arrested by the Carabinieri and charged with people smuggling. Local news said that he attempted to smuggle 14 Syrians into Rome in the first class compartment of a jet aircraft.

A local commander said "The efforts of these people smugglers grow ever more brazen".

It would have. But, of course, the Vatican being an independent country/state, could import whoever they like and as he's the boss of that country he has the right to do it.

But, of course, if he just let them loose in Rome, it would be nice to see the charges raised..
