Ah, but it is not a law just yet, only a plan. First it has to be put to both chambers and be passed by them twice. It can then go to a referendum, but as the full article makes clear it is not a shoe in by any means. The latest elections have stirred the pot quite a bit.

Now, if I was an Italian I would vote against it. Having said that, an administration with two houses with equal powers is madness and needs constitutional reform. If that reform was to be done as a stand-alone measure I would be all for it.

Another problem is this:

The latest poll shows the M5S running a mere 0.4% behind the PD. What if Renzi were to win the referendum, install a winner-takes-all system, but then lose the general election that is expected to be called shortly afterwards?

The grand plan has always foreseen the new, more extensive powers being conferred on Matteo Renzi, not on Beppe Grillo.


Would he want to take that chance with a legally binding referendum?

I was under the impression that "the new electoral law which means lawmakers will continue to be accountable to their party leaders rather than their constituents" was in effect. If I got that wrong, then apologies. But that was the other part of the undemocratic bit I was on about. That one is straight out of the EU manual.

But, the bit about M5S winning and running amok with that amount of power is..... Interesting...

They aren't going anywhere but politics is a very dirty game indeed and it wouldn't surprise me if there isn't some dirty work afoot to try and foil them - just as there is in France when the Front National start to get popular.

Sorry, Suff, it was me being misled by the British media. Looking further afield it is clear the referendum has cleared the first two hurles and will go ahead in October.

The problem for Renzi and the Italians is that it looks sure to fail. If Renzi is true to his word he will then resign and a general election will result. The cycle will begin again.
