OK so I just don't get the Lords.

Let me see. The government of the UK has a role to protect the interests of the UK citizens.
So by voting to unilaterally protect non UK citizens, the Lords has, essentially, hung the UK citizens in the EU out to dry.
Honestly. The reason that those EU citizens don't already have that right is because the EU refused to guarantee the same rights to UK citizens. Anyone with half a brain cell could see that by passing this legislation they fully endanger the UK citizens in the EU.
Of course that pre-supposes that our Lords have half a brain cell to share between themselves.
Honestly they should be ashamed of themselves.
