At last!

About a third are doing non-topics at great personal financial cost and then scrabbling about for jobs that don't exist.

Meanwhile most of the 50% that do not go to university are sold "apprenticeships" that amount to little more than a few weeks, maybe months, of on-the-job training for jobs that require little more than the ability to follow a few simple rules. The others are just written off.

What we need to reestablish are technical and business schools where students can get a good theoretical grounding in their chosen work settings along with doing the day job alongside a qualified mentor.
