It depends on how they are allowed in. If they have to be double tested, isolate for 14 days, arrive, be double tested and isolate for 14 days; then there is no risk. If they are just allowed to arrive, different matter, but Journalists are not very keen on digging into whether the government has actually protected us under these rules.
For instance I can come into the UK and I don't need to isolate for 14 days even if I come from a red country. Yes I have to keep to my accommodation when not working but I'm allowed to commute to the office. This is because I work in IT security and it is deemed a critical role. This would be no different if I was French or even Indian. You have to do some testing but you are not stuck in a hotel.
