Kate, the key there is "EU". Members' levels of training and qualifications have largely been harmonised, and not only in the medical fields. However, to get work they do have to pass an English language competency test. They can be prevented from working.

Those from outside the EU are a different matter. Their home qualifications are supposed to have been checked, in country, and to be at an acceptable level of those of their UK counterparts. Being a particular type of nurse (doctor, surgeon) in Johhnyforeignerland might not be at the same competency level of the UK and the owner of such a qualification is not "supposed" to be able to practice. They also have to pass the English Language test in order to work.
