I've seen it in places with extreme deprivation and 50% unemployment. Personal experience of this both with my own children pointing out specific people in that situation and also Mrs S working in a deprived school where parents were in and out of prison and the children expected to do the same.

After prison resettlement and relocation could be a possibility. If they are going to spend millions, why not take the person right out of the environment they failed an and move them somewhere else in the country where there are jobs and support them into doing it.

I wasn't thinking a 6 week course. I was thinking 6 months training and 18 months working at it. Remember I said 2 years minimum at this. That would allow them to be settled as someone with training and direct work experience. I'm thinking things like plumbing, electrical and central heating as possible training for those with the aptitude. Real skills with real jobs outside.

I'd still enforce the harshness and community service, but also try and be fair to them by giving them a real chance to make a new life...
