Jo, get LED bulbs; they hardly draw any electricity so if left on it really doesn't cost a lot. As for the TV's that's a very different matter as they do draw quite a bit. Just tell them 3 strikes and they're out - after the third time of being left on with them out then you remove the TV for a week; that'll soon teach them. Obviously empty room whilst they're popping down for a cuppa etc doesn't count, but anything over 1/2 hour I'd nab them ;)
