The reporters who look at this stuff recon that Poland and Hungary will immediately challenge any restriction of funds in the courts. Leading to another lost year or two.
Then there is the Veto. Between them Poland and Hungary could hold up every important legislation that the EU wants to pass by vetoing it. Including the new TFEU treaty negotiations which are to be completed in the next parliament.
The last thing the EU needs right now, with Russian probing for weakness, is disunity. But that seems to be what they are going to get.
