Restricting fuel sales punishes legitimate use of fuel for marine use when there are many other things to be done.
There is a massive production, supply and transport chain that would test many logistics companies - tackle that. None of these things are invisible.
The semi-rigid boats have to be manufactured and either sold on the open market or direct to 'customers'. They then have to be transported to somewhere near the launch sites for kiting out. The location of those yards must be known. The outboard motors used by the boats also have to be made, sold and transported to the site, as do all the third-rate buoyancy vests and harnesses. Then there is the manpower needed to do all this work.
There are plenty of legitimate ways to disrupt the supply chain long before any boat gets near to the sea.
