Wait a minute.
Cases being missed or flying under the radar until it is too late, due to a lack of funds, are understandable. If a case is not brought to the attention of any of the agencies involved there is not much that can be done.
The cases of Hamza Khan, Keanu Williams, Danile Pelka, Khyra Ishaq, Baby P, and so many others, do not fall into the unknown category. They were there, on the books, being watched, being visited, monitored and they were failed by the systems and people tasked with protecting them.
I also think that the training argument is a bit of a red-herring. Yes, it might take a long time to learn the legalities, the paperwork, the procedures, protocols and the system to be followed. But if someone needs more than a few hours training to recognise when someone is blocking or being evasive then they probably should not be doing the job in the first place, regardless of their academic qualifications.
