Thanks all!

That's exactly how it's been with Joe. He's been driving us around since his second fail in June and his driving was really good. There was absolutely no reason why he shouldn't be driving. We've been saying for ages that it'd fairer if it was done as a continual assessment rather than a nerve-wracking test.
His fail in June was just due to a stupid mistake. He was told to drive along a road, it's in the poshest part of town and it's where his old primary school is. The residents have been complaining about school parking for years and now there are double yellows virtually the whole length with just a few breaks in them, but they get parked in by school staff as there's not enough car parking on the site. Anyway he was told to pull over on this road when it was safe to do so but he couldn't see anywhere and was running out of road with a junction coming up so panicked and pulled over onto double yellows which was a fail. Five minutes from the end of the test. It was a bit sneaky of the examiner too.
He's driven us to Stafford a few times recently and has done fine with John helping him with lanes but he's driven in on his own this morning during rush hour, and dropped his friend at college too, so he could work out timings and parking for himself for college tomorrow. He's now popped out again to see my parents.
