Brown bins are for garden waste in Leeds. The charge, about £35, is added to your council tax bill. They are emptied from March to November though you can request a collection in the quiet period if one is needed.
The rules are very strict and no food waste whatsoever, not even peelings, is allowed, and certainly no Japanese Knotweed, Himalayan Balsam, Ragwort, and Giant Hogweed. Oh, and you have to be on a dedicated brown bin round, if not it's a DIY trip to the tip.
