Sorry Ria, but if Jen really is only watching Netflix and no live TV then she is fine.

From TV Licensing.
Do I need a TV Licence to watch subscription services like Netflix, Amazon or Now TV?

You don’t need a TV Licence if you only ever use these services to watch on demand or catch up programmes except if you’re watching BBC programmes on iPlayer.

Whether she is sometimes tempted is another matter.

As for the licence for the over 75s I am a bit torn. A lot of my neighbours in that age group have more income from their OAPs and other pensions than some people on the average wage. Why not let HMRC use the Personal Income Tax allowance as a cut off guide?

That's new to me then Frank and I stand corrected. I was always under the impression if you have a TV in the house you have to pay a licence fee regardless if you watch or don't watch terrestrial TV.

Up until a few years ago, iPlayer could also be watched without needing a licence too.

I suppose that she could also be using the neighbour’s WiFi if they’ve not got it password protected?

Anyone can, and it is not illegal. It is up to you to secure your communications devices. Leaving them open is up to you.
