You could report it to the police then if nothing happens follow up with your MP. The thing is you can't really do that anonymously and then your details are at risk.

Hard call. For anyone with kids locally it's got to be a nightmare. Adults? Depends if you want to make an issue of it and you just don't know what kind of organisation he's part of.

Hell of a thing to have to worry about. Time was you suspected, reported to the police, the police took action (if it were the case) and it was over. Now, not so simple.
