Pop-ups are those new little windows (boxes) which sometimes appear on web sites. For example when I visit Amazon to browse and then choose a few products of interest I sometimes get one asking me if I want to login to my account, or on the BBC news site I sometimes get one asking if I would like to take part in a survey. They are benign and will either offer an X button to close them or will time-out and disappear if you do nothing.
Others may be persistent and apparently offer you no way to close them except to click something within them, say an OK or Cancel button - you should never do that, it is what they want you to do. Clicking on the top bar and pressing Alt and F4 simultaneously sends a 'terminate' command and should close them safely.
Most browsers now have some form of pop-up blocking enabled by default.
As for the flashing images in VV Ped. Look at Suff's little "Trust in ME" man - I am going to stop him..... and the dancing girls and the rolling eyes and so on.
In IE go to Tools>>>Internet Options>>>Advanced tab and scroll down to the Multimedia section and untick Play animations in webpages. OK your way out.
In Firefox open a new blank tab. In the address bar type about:config and hit return. In the Search box type image and hit return. In the new list look for
image.animation_mode and double click on it. In the pop-up change normal for none and click OK.
