Only for the government. The press is full of people who are "furious" that their holiday in Portugal has been canned. The only person they should be furious with is themselves. The government has been clear, it is down to data and even a country on the green list can come off the list as soon as the data shows the situation is deteriorating.
Our daughter and Grandson are planning to come and visit us in the next month. Their view is that they are going to a home where, if needed, they can isolate and test. When they come home they will go straight home and isolate and test. That's the only way you should be looking at it until the whole world is at least 75% vaccinated with two vaccines. Because, otherwise, you can wind up flying into a country which is about to lose control. It might be like the UK, young people, not yet vaccinated, plus vaccine hold outs. But, still, until it is firmly under control this situation is going to happen.
Why, FCOL, is anyone booking a holiday then becoming "furious" because the situation crapped out on them?
The press, of course, are milking it for all it is worth.
