That article was about business, politics, money and politicians not wanting to be blamed.
I didn't see the average voter who voted for Brexit represented at all. In fact the referenced politician was not in the government and is committed "remain in the EU" politician who was demanding that, after leaving, the UK should not be impacted by the change.
This is diametrically opposed to the narrative about Brexiteers being shocked by freedom of movement being restricted.
